Adopt Innovative Measures to Boost Trade in Services and Promote High-Level Opening-Up

　　To implement the plan outlined in the Third Plenary Session of the 20th CPC Central Committee, which emphasizes "adopt innovative measures to boost trade in services", efforts should be made in two aspects. The first aspect is to boost China's international competitiveness and the level of openness in trade in services. The second one is to accelerate the creation of open platforms and new formats and models in trade in services. Additionally, it is important to consolidate the advantages of service trade in East China while expedite the development of service trade in central and western as well as northeastern regions. Promoting International Cooperation in Industrial and Supply Chains through High-Quality Outbound Investment

　　Since the 18th National Congress of the Communist Party of China, China's outbound investment has achieved remarkable results, with a solidified position as a major investor, continuous innovation in investment instruments, and increasingly improved institutional mechanisms. On the new journey, taking the guiding principles of the Third Plenary Session of the 20th CPC Central Committee, it is essential to promote high-quality outbound investment and international cooperation in industrial and supply chains by guiding the reasonable and orderly layout of cross-border industrial chains, promoting the integrated development of various ways to "go global", fostering mutually beneficial and win-win development, deepening intergovernmental cooperation, and enhancing safety and security levels. Expanding a High-Standard Network of Free Trade Zones under Institutional Opening-Up

　　Currently, China is making every effort to construct a new pattern of all-round, multi-level, and broad-spectrum opening-up, firmly advancing high-level institutional openness. Expanding high-level openness has become an essential measure for building the new development paradigm featuring dual circulation, in which domestic and overseas markets reinforce each other, with the domestic market as the mainstay. The free trade agreements that China has signed and the regional trade agreements it has joined provide the institutional foundation for expanding a high-standard network of free trade zones. High-quality Belt and Road cooperation not only offers a platform for expanding the network of free trade zones but also brings opportunities for China and Belt and Road partner countries to further integrate into regional industrial and supply chains. Policy Banks Facilitating Green and Sustainable Development

　　The Third Plenary Session of the 20th CPC Central Committee pointed out that we will actively develop green finance and ramp up the green transition in all areas of economic and social development. Both practical evidence and theoretical analyses demonstrate that policy banks, with their advantages in investment models, funding sources, and supported sectors, can play a more significant role in the development of green finance. This article proposes that policy banks adhere to their policy-oriented functions and positioning, strengthen cooperation with the Chinese government, facilitate the function of the market, and contribute to comprehensive and green economic transformation. Policy Innovation for Trade Facilitation in Hainan Free Trade Port

　　In recent years, Hainan Free Trade Port has successively introduced a series of trade facilitation policies to promote a high level of opening-up at the institutional level. However, it still faces some problems and challenges in cross-border service trade, cross-border logistics and transportation, offshore trade, and other areas. It is suggested to draw on the experience of free trade ports such as Hong Kong, Singapore, and Dubai, and further improve the trade facilitation policy system by strengthening supervision, building an intelligent system, easing restrictions on personnel entry and exit, and other measures. These efforts will effectively forestall and control market risks and steadily expand high-level opening-up. Research on the Path for the Brand Globalization of Small Commodity Enterprises: A Perspective from Jinhua of Zhejiang Province

　　Brand globalization is an essential pathway for enterprises to expand into international markets. Taking Jinhua Prefecture in Zhejiang Province as an example, this article analyzes the advantages, challenges, and strategies for small and medium-sized enterprises (SMEs) producing small commodities to advance brand globalization. SMEs in Jinhua demonstrate high enthusiasm for brand globalization and can leverage local advantages, such as favorable policies, trade channels, and platform support. However, they also face challenges like high costs of going global, difficulties in intellectual property protection, and limited tangible benefits. This article proposes fostering a "1+N" brand globalization framework, deepening value-added reforms in government services, and enhancing overseas service capabilities to accelerate the globalization of small commodity brands. A Study on the U.S. Regulation on Cross-Border Subsidies for State-Owned Enterprises

　　In recent years, the United States has begun to establish a regulatory framework for cross-border subsidies for state-owned enterprises (SOEs). This framework is highly targeted, using the identity of SOEs as one of the regulatory conditions, which deviates from the fundamental principles of subsidy rule-making. Its modifications to the "conferring a benefit" provisions under the World Trade Organization's Agreement on Subsidies and Countervailing Measures significantly reduce the possibility of implementing subsequent remedial measures. This article primarily analyzes the regulatory content related to cross-border subsidies for SOEs in international economic and trade agreements signed by the United States. It also explores the negative impacts of these regulations on Chinese SOEs' going global endeavors and proposes countermeasures. Analysis of Development Trends, Characteristics, and Suggestions of Overseas Highway Projects under the Belt and Road Initiative

　　With the development of Belt and Road cooperation, Chinese enterprises are investing in and building a greater number of highway projects in Belt and Road partner countries. Overseas highway projects exhibit development trends and characteristics distinct from domestic projects in areas such as operational models, financing channels, technology application, management efficiency, and policy environments. Chinese enterprises must fully leverage their strengths and proactively address the risks and challenges of overseas markets. Efforts should be made in eight key areas: technology transfer and localization, assessing and mitigating policy risks, diversifying financing channels and sharing risks, managing cross-cultural teams, and fulfilling social responsibilities. These coordinated efforts will help sustain international development of China’s highway enterprises. The Main Measures and Countermeasures of the U.S. Digital Policy Towards China: A Case Study of the TikTok Ban

　　In recent years, U.S. policy toward China has increasingly taken on a pan-securitized approach, particularly in the digital domain. The widely debated TikTok ban case illustrates how the U.S. government employs a "three-step strategy" to securitize its digital policies toward China: shaping and amplifying public opinion, directly intervening through administrative powers, and promoting targeted legislation. In response to the U.S. government's misuse of power and unjust suppression in the digital sphere, Chinese enterprises should actively utilize legal tools to safeguard their rights and enhance legal risk assessment and forestalling. At the national level, China should strengthen international cooperation in digital governance, improve its domestic legal and regulatory systems, and effectively seize opportunities and address challenges brought about by digitalization. Analysis of the Auction Investment Model of Kazakhstan Wind Power Project

　　Kazakhstan has gradually become an important market for Chinese enterprises’ wind power investment. To effectively control the electricity procurement price from wind farms, the Kazakhstani government has introduced an auction investment model. Research indicates that in Kazakhstan, the electricity procurement costs of wind farms are decreasing annually, individual development scales are increasing, and market competition is intensifying. This situation highly tests the decision-making ability of an enterprise to determine reasonable auction prices under ambiguous conditions. In this sense, Chinese enterprises are facing new opportunities and challenges in promoting Belt and Road cooperation in Kazakhstan while investing in and developing wind power projects there. Legal Issues and Suggestions in Sino-African Mineral Resource Development Cooperation

　　The smooth implementation of Sino-African mineral resource development cooperation relies on a sound legal protection system. The legal environments in mining in African countries exhibit complex and intersecting characteristics, involving issues such as defining resource ownership and control rights, balancing environmental protection with sustainable development, safeguarding labor rights, and improving investment dispute resolution mechanisms. These issues not only affect the efficiency and sustainability of cooperation but also relate to the legitimate rights and interests of stakeholders and social stability. Efforts should be made to improve cooperation mechanisms, strengthen multilateral legal protections, actively fulfill social responsibilities. All these aim to consolidate a stable, equitable, and sustainable Sino-African mineral resource cooperation partnership.
