2003 年，中国进出口银行继续做好对定点扶贫地区一甘肃岷县的帮扶工作，加大了科技扶贫、教育扶贫力度。认真贯彻党中央国务院有关通知精神，组织慰问组赴甘肃省岷县开展送温暖活动，走访慰问了280
户贫困职工和特困群众；在岷县发生地震灾害后，迅速组织慰问组赴灾区捐物慰问，帮助灾区人民重建家园；积极与清华大学继续教育学院联系在岷县建立远程教育站项目，使岷县成为全国第一批受益单位出资帮助岷县南川小学和大沙漠小学建设校舍，继续捐资帮助岷县132
名小学生。这一系列工作得到了国务院扶贫办和甘肃省扶贫办的好评，《 金融时报》
、《 甘肃日报》 、甘肃省电视台等有关媒体及时进行了报道。
面对非典这场突如其来的灾难，中国进出口银行一手抓抗击非典，一手抓促进出口，为了表达对医务工作者的深切关怀和崇高敬意，全行员工慷慨解囊，奉献爱心，向中日友好医院捐赠了50
万元的款物，以实际行动表达了对北京非典防控工作的支持。
